SC2020 - The Foundation of the City Senate

The great cities long lived in fear of each other. All wanting to capture a second fusion core reactor to double their power supply. Everyone believed that the first great city to successfully get a second reactor would if they could hold on to it for long enough to implement it without the other cites allying against them be the de facto leader of the Bright Side. To that effect, a lot of money was spent on advancing the military, both in offensive capacity and defensive capacity, in case another city needed to be stopped from getting a second reactor, and in case this city got a second reactor and needed to defend it from the others. Another great expenditure was countless expeditions around the world looking for the Fusion Reactor Cores. Then finally a Fusion Reactor Core was found, and all hell broke loose. Who found this new reactor has forcefully been erased from the story books, and if they had any allegiance to one of the great cities, that is not known. This let to the most devastating war that the great cites of the Bright Side has ever known. Given that the most powerful weapons were tied to the fusion core reactors, it ended with a stalemate. It was with the perspective of eternal war, that Treaty that founded the City Senate was signed. Core points of the agreement was: It banned all cities from weaponizing fusion core reactors, it banned all further research and specifically made a mention of Rail Guns, which were to be dismantled, and no city was ever to build any such weapon again. It stated that any new cores found should be given to a special designed organization, that would be under the common supervision of all great cities, these new cores were never allowed to travel close to any of the great cities, nor allowed to be the foundation of new great cities. Instead these new cores should help the outskirts and provide power for them, that could help bridge the technology gap.
