Expertise and acclaim in their particular field of study and work, for example architecture.

Appointment

The council member is chosen from a group of notable individuals in Tennebrian society and invited to attend the Grand Temple in the Tennebrian capital Karnera's Grace.
They will then have a ceremonial meal with the individual known as Karnera's Oracle, who will then decide whether to appoint this individual or not

Duties

To help govern the Tennebrian Republic. The Council acts collectively with the Karnera's Oracle having the final say after hearing all arguments for/against a decision.

Responsibilities

To effectively and safely channel the magic required to suspend time in the council chamber whilst a decision is made.

A position of great status in Tennebrian society and access to powerful magical records, artefacts and teachers of the arcane.

Accoutrements & Equipment

There is no formal uniform however all Councillors are expected to wear the Talisman of Karnera which is gifted to them on their appointment at all times.

Grounds for Removal/Dismissal

If an individual acts in a manner which does not befit their station the Council can vote to remove them. Ultimately the only person who can dismiss a Councillor is the Karnera's Oracle themselves.
If an individual is voted out of the council their memory of those events is erased and they go back to their lives. They are aware that they served on the council and know what has happened to them but they cannot recall any details of Council meetings or procedure.

History

Karnera's avatar decreed that a council must be formed of the most luminary minds within a society and that they would be led by one who benefited from her personal guidance.
The first appointed Oracle followed soon after and was joined by her chosen council.

Cultural Significance

Many outside of Tennebria are unaware of the existence of the Council of Hydrus or the Oracle who leads them as the Tennebrian's are a secretive people who openly trade with others but very rarely allow outsiders into their culture.
