The Keepers

The Keepers are a militant group of empyrrics who keep The Protectorate safe whilst exerting control over it.  
  They are quite happy to assassinate anyone who doesn't follow their orders and devote quite a lot of resources to making sure things go their way, including the help of a massive propaganda division.   They promise not to harm lawful citizens, although that is by their own definition of 'lawful'. They use any criminals they recover as fuel for the power of The Empyrean, alongside the energy of their mounts (siggeriths) and the pain induced by their pain meshes.  

Structure


  The Keepers operate under the rule of their Grand Justicar, a formidable empyrric rumoured and revered as utterly ruthless. They are the figurehead for the Keepers and thus the figurehead for the entire Protectorate.   The Keepers are then split into two groups: The Inspectorate and The Judiciary. The Judiciary is the main bulk of the Keepers and does the main bulk of the public-facing work, as well as being the military arm of the Keepers. The Inspectorate is responsible for policing both the Keepers themselves and anyone in the Protectorate, but particularly the Protectorate government and security agencies.  

The Judiciary

The Judiciary is overseen by the Grand Justicar, but headed by a council of Head Justicars. Each Head Justicar takes several trusted Justicars into their service, who in turn choose their attendants and an ordinator.   Attendants are the rank and file of the Keepers. Beneath them are novice empyrrics given trivial tasks and known as Procurants. Beneath them are the Sannot, who are non-Empyrric and treated incredibly badly. If they can't prove themselves useful, and sometimes even if they can, the Keepers tend to use them as fuel.   Ordinators are responsible for overseeing the breeding programme, among other administration, and each has a group of Logicators working under them to keep on top of such an important task. The Logicators have had more of their emotions stripped than most and have undergone logical training from an early age so they function more as machines than humans, enhanced by the power of the Empyrean.   At the time of The Empyrean, there were 11,363 keepers on Hesperex.
