The Structure

The Structure of Government is now more layered and devolved at each level there is someone in charge of an area which goes as follows. The Prime Minister runs the whole of the United Kingdom with a constitutional monarch. They are elected by Premier, and it is those that are chosen by him or her to be part of the cabinet. Governors run boroughs and are chosen by the Mayors and it is the Governor who chooses the Premier. Mayors are chosen by the people of the towns, cities and sometimes the surrounding area.

The Originality Of The Government

How did the Government originally form?

The Government originates from the parliamentary system of the early 21st century. The Government at present has been devolved further, to that of cities and towns.

Power!

How is power transitioned?

Every Five Years an election occurs which flows up the chain of command meaning first the mayor is elected, then the Governor then the Premier and finally the Prime Minister.

Funding And Taxation

How is the Government primarily funded?

The Government is mostly funded by taxation and trade with various other countries. Some commodity goods are not transported as they are targets to pirates, these being coconut and chocolate among others.

What does it prioritise in its budget?

Local Governments traditionally prioritise education over health care as with greater education more people can be of greater use to society. Next is, trade and finally transportation. Other departments of governance are prioritised differently in different places, a city near a mountain that has a healthy mining industry might for example prioritise health care more than others.

How much power does the local Government have?

  Local Governments are highly devolved and normally only need central government for funding purposes and wider trade.   Local Governments, of town and cities along with the surrounding area, are devolved enough that they can trade internally. Trade through shipping is more of a central governmental affair and all external trades, from country to country are done using ships.

Governmental Policy

How managed is the education system?

Locally, education is regulated and is tailored to the place’s needs so areas with mountains will have a version on how to keep safe on mountains while places with waterways will have versions on that or a combination. Education depends on the city’s industries as the education will revolve around those industries.   For example in a mathematics class in a city with a forestry industry might have a question such as “If a log is 2m in diameter and one end of the logging carriage of a train is 6 mitres by 8 metres how many logs can fit?”. Needless to say that cities without a forestry industry won’t have a mathematics question like that.   The central government does give out guidelines to what students need to be taught at a minimum. It is the local government's job to supplement the circularium with things that students need to know to be of use in the local area.

Public Facing And Ethics

What balance is there between freedom and Security?

  This the classic philosophical argument of complete freedom, or anarchy, and complete security, or totalitarianism. In the city people’s wellbeing is paramount. An example of this is at 16 a person gets their first Extra Employment [3] which is assigned to them if they are not good at this job after 5 months then they are given another. There is no point in keeping someone in a position if they are not good at their job, this is done until something sticks. At 19 they can get another Extra Employment [3]. If however, they look too tired or in another case they would not be able to cope with another their right to another Extra Employment position [3] is restricted until they can prove they can cope with more assigned roles.   At 19 a person can instead get Core Job [3] which is like normal employment placements in our world. If a person gets this type of job has more freedom of choice. If the core job [3] is more hard work then the hours worked for the Extra Employment [3] will be less as to care for the person's wellbeing.   With citizens Well Being being ensured they are more productive and therefore they are more successful in themselves and society benefits too.   With security the citizens are protected by guards who patrol the streets as well as police who fight crime there is a general sense of community in the city and in towns and cities as a whole.

How are citizens kept safe, or kept feeling safe?

Externally to Town and Cities
For farming villages, they will have guards which are trained in defending the village against attack from animals and can help in crime-fighting if necessary. For travelling outside of villages they normally carry a knife for the purposes of carrying a weapon to defend themselves against animal attacks themselves. They will also use the knife to skin the animal for its pelt so that they can sell it for a profit.   These travelling bands do not travel alone and will mostly be made up of men to defend the group as well as a few women to care for the group and treat any injuries along the way. If the men and women are parents and the children cannot be looked after by another within the village they will take them but will be in strict orders such as collecting firewood or cleaning dishes.   While the journey can be exciting to go on as you are leaving a quiet quaint village for the bustle of the city it also has its uses this is of one trade. There are not many things that are produced in villages, mostly it is farming and firewood. The villages get more diverse items from the towns or cities that they neighbour. This is why they arm themselves with knives as they need to make sure they get to the towns and cities and back again in one piece.
Internally to Town and Cities
Towns and cities are kept safe by the number of guards and police there are as well as general care for each other.
Travel Between The Two
While the majority of people travel in bands from villages to their nearest town or city. Others do travel to villages this is more of a way to enjoy a friday evening and weekend to return to the city for monday. As well as get some exercise and care for themselves. Citizens from the city will arm themselves before leaving. Once arriving at a village there are often campsites that families or individuals can rent for a weekend. While the tourism is welcome the city dwellers will look out of place, to the extent of city dwellers meeting the armish for example.   While it is not fair to compare the village dwellers to the armish as there are some differences as the village does not receive electricity and rely on candlelight so work in the day and at night either do quiet work or go to bed, they are Agrarian but not religiously technophobic. They do not have power lines to their villages.

Production

Internal Trade
Internal trade works by each city and town produces as much of everything it can to reduce transportation. Since not everywhere has the same resources the places that have excess will trade those for commodities they have for those that are in shortage. Food items that can be canned are. This is not a bartering system so while the trade is made, New Sovereigns, the Currency, is also traded. The New Sovereigns are securely locked into a box with two padlocks, one that the mayor of the city or town can open, the other is unlocked at its destination. This padlock system is similar to how slaves were transported in the Roman era.
External Trade
External Trade is done through the use of ships as planes are not used. This is because of The Great Rewind as all fuel for aircraft has been exhausted. Ships are powered using coal and steam. [1]

How is food production maintained or overseen?

As said above as much of everything is produced so that it reduces transportation of commodity goods. Therefore all cities and towns produce their own food for those that can't produce certain foods that are imported. This is the case with the city, it can’t grow crops due to the lack of good nutrients in the soil so these are imported.   Cities and towns which don’t have farming villages nearby and have the wrong kind of land nearby, for example, a mountain and a forest and not much else will import food and not replant part of their forests in the hope to make farming land and the food imports will be reduced over time.
Farming Villages
Farming villages that are close by to a town or city will first ensure they have enough food for themselves to surplus if any is traded with town or city for either New Sovereigns or items that they require, most popular is to trade food for currency then to spend that currency back into the town’s or city’s economy.   They will more than likely use their earned currency to buy candles and tools as well as tool repair.

How are surplus goods handled (saved, exported, destroyed)?

Surplus goods are traded with other places such as other cities or neighbouring villages. Food items that can be transported that can be canned will be so that they do not spoil on the journey. Other items will just be transported.

Freedom of Information

How important or ubiquitous is literacy?

Since Education is highly devolved to the extent that the central government gives guidelines to what should be taught but the local government gives the students the curriculum. Literacy is highly prized as it is a highly useful skill to have while not many books are written citizens use their Literacy to write to others and send their messages through the Messenger service.

How regulated are exploration and discovery?

Exploration
Due to The Great Rewind, exploration is limited not due to politics but it technologically[2]. Space travel as a technology has been lost but while the satellites might have fallen to the earth decades ago books are still available and detail what we knew about our universe. It is just that we can rejoin the excitement of space exploitation.   It is still the case that we do not know much about the oceans and that we know more about other biomes of the earth than the oceans. Ocean exploration can no longer be accomplished while ships are still in use for trade purposes. Deep ocean exploration as a technology is no longer available to the human race.
Discovery
Discovery is not regulated, every citizen can buy items that allow them to do projects. Some items perhaps may be regulated like some chemicals but on the whole most items can be purchased and used for these purposes if desired.   Due to The Great Rewind which made the technology of the world regress to the 1860s, some people have made devices that are hand cranked as to not use electricity. These devices tend to not work as they require more skill than the person has or it was doomed to fail at the beginning of the project. An example of this was to use two hand drills, a spoon and a bowl to make a food mixer. While failure is part of the process it doesn't always go that way.   Because of The Great Rewind and technology reversal as well as some resources being limited or even depleted such as with crude oil. The original route that humanity took to get to the twenty-first-century, can no longer be walked down the same way so other ways of getting back to a twenty-first-century technological existence have to be devised.

How much of a right does the average citizen have to be informed?

Local news is transmitted orally which is good only when it can be checked upon or it is treated like gossip. News on a more national level is transmitted with green cards. These green cards are duplicated and then transported to other places. This information is hung in libraries on a notice board and is routinely organised into areas of the country to make it easily accessible.
Libraries
As was previously, libraries are present so books are widely accessible on multiple topics as well as nonfiction and fiction. Libraries are separated into three areas for books, one for adult non-fiction another for children’s fiction and the last and largest section for non-fiction. Libraries have meeting areas as well as areas that can be rented for public events.

Foreign Policy

How are the borders managed, if at all?

Borders still exist and are protected in the seas and at harbours. This is to ensure that contraband is not transported into the country as well as stowaways don't get into the country or countries. For land borders, they are protected by as low-level military presence as possible as to not feel like a military checkpoint.

Diplomacy

How publicised are meetings and general relations between countries?

Getting news from one place to another place can be difficult. The further the distance the harder the news will travel. If the news needs to travel to another country this gets even more complicated.   For much more national news, in the case for the UK, the news is printed on to cards and transported around the country and displayed in the libraries on categorised noticeboards.

Do different nations work together in science, exploration, and discovery?

When the information is easily transportable then countries tend to work together, as can you expect from humanity being humanity is working with its allied countries or former colonies. These can be beneficial for some, where these are close but for others, cooperation can be difficult if their allies or former colonies are further away.
Science
Due The Great Rewind, what most countries are working on is a return to a Twentieth First century level of technology mainly concentrating on communication technology as with greater technology in this area will allow for better communication between nations and resource management.
Exploration
Exploration is limited while they know the map of the world. They can not travel into space due to the technology rewind or go into the depths of the oceans.
Discovery
While discovering technologies will be difficult, due to The Great Rewind it will be more geared towards discovering a new route to the 21 st century life as some resources as crude oil have been exhausted. So while the route would be long it will not follow the same path travelled and the tech tree to get there at all will be different.
