Penelope Baudelaire is a leader to the city of Adescheid and a close friend to the Anluan Family. She is also the lead researcher of Adescheid Medical Research Corporation (AMRC) and came up with the Heat Suppressor medicine.
As of now, she holds three seats in the Adescheid Council, with the third being foreign affairs.

Her skin is pale and her body is frail from years of self experimentation. She hid herself in her office or lab most of the time, away from the public eye.

Penelope witnessed the cruelty of humanity first hand when she witnessed her husband and children murdered and dissected, turned into Ashseeker. Their crimes had only been going through the Heat Cycle which Penelope had already planned beforehand on how to handle them. As she was the only one didn't go through it, she was spared. 
She blamed herself for not being strong enough and blamed the gods for giving them the "cursed" condition. Fearing she would go through the same if she started displaying symptoms, she began researching ways on hiding or get rid of it. Years of research and experimentation on herself costed her mental, causing her to experience short-term memory loss, anxiety and depression.
Her paranoia grows when the Humans approached her. She was threatened with more deaths, reminded of her family's death and was forced against her will to betray her kind.
