Sargalle is, at first glance, the most attractive city on Fortis. Gorgeous opal spires twist up into the sky and colorful banners wave over a bustling city that is constantly celebrating the Festival of Sargalle. There are parades, carts selling delicacies from across the world, and beautiful citizens catering to visitors' every whim. It doesn't matter if your preference is for the action and excitement of arena battles or taking in the sublime art and culture of the many museums and theatres of the city. For the true hedonist, there is a huge swathe of the city devoted to gambling, brothels, or any other form of debauchery that one can imagine. It is quite literally impossible to be unhappy in the city of Sargalle - the magic there prevents sorrow or shame, and enhances delight while lowering inhibitions. To visit is to turn over governance of oneself to the tide of joy, bringing only what you are willing to leave behind and leaving only with memories. Living there, however, is another matter entirely. You see, Sargalle is essentially a prison for its inhabitants. They have all been accused and found guilty of some crime, so their will has been stripped away and they must serve as slaves to the desires of their guests. The severity of the crime is directly proportional to the services a perpetrator will be expected to provide, as is the length of their sentence. A common thief may run a food cart, whereas murderers or heretics comdemned to the arenas or brothels. Although their appearance and behavior is tightly controlled by the magical arts, their minds are trapped as observers. For some, it serves as a rehabilitation of sorts, a means by which they can learn a trade and modify their emotions and behavior in a way that will allow them to fit better into civilized society. Others experience incredible suffering for ages, their youthful and healthy appearance ensuring a steady stream of clientele (or mutilation, in the case of the arenas) until they expire.
