Whispering Deck

This worn deck bears an evocative image upon each of its cards. Mundane whispering decks grace the tables of fortune-tellers all over the world, and are said to be potent oracles. Among gamblers, whispering decks are said to make their own luck and favor the lawless. Tall tales sometimes speak of the cards whispering lies with unpleasant truths, usually leading to ruin or fortune for their holders, although sometimes it's a bit of both.
The cards influence the world around them, either in favor or disfavor of their current holders. More cards can influence or multiple, or perhaps flip the favor of those in their nearby presence.
Holding a true card of a Whispering Deck is a rare thing, and those who hold such a card know it in their heart and soul. They are drawn to each other, like magnets.

Claiming cards

When you hold one of the cards from the Whispering Deck, you can choose to focus on it as part of a short rest. You then lay claim on the card, until someone else lays claim on this card.

Charm of the Cards

When you start your day while you have laid a claim on one or more of the cards of the Whispering Deck, you gain one Charm.
If one of the cards you hold has the Auspicious tag, you can use your Charm as a Luck. When you roll a D20, before the effect of the roll, you can roll another D20. You can choose either roll.
If one of the cards you hold has the Adverse tag, you can use your Charm to roll a D20. Your enemy or ally will use this new roll.

Manufacturing process

The Cards are not more sturdy than mundane Whispering Deck Cards. They are made of a slightly more sturdy cardboard-like paper, with a varnish and an image on them.  They can be torn, burned and destroyed in the same manners any other card might be destroyed. Their magical nature does not protect them.  When a card is destroyed, it is reformed from the nearest card that is not held by the previous owner of the card.
The new card is created from another mundane Whispering Deck, used by fortune tellers in a ritual known as Imbas forosnai

Destruction

If the entire deck is assembled and the cards are ordered (first by rank, then by first suit), a potent magic ritual will cause the deck to desintegrate.

Significance

A jest by an Old God, these cards are infused with a powerful magic that becomes stronger when you have multiple cards, with unpredictable consequences.
