Kalian Confederacy
After the Fourth Reckoning, the world was in chaos. Kalian bands had long feuded and warred among themselves, but every group was struggling to survive in the wake of the disaster. Two chiefs arranged a truce between their tribes, agreeing to pool resources and assist each other while still maintaining independence. This helped both tribes recover, and it wasn't long before a third, fourth, and fifth tribe in succession asked to join. At the end of 5 years, every Kalian tribe had joined the confederacy. The agreement to stand united is known as the Great Peace.
The Kalian Confederacy is a purely political organization. It owns no land and enforces no laws. That is up to the individual member tribes. Confederacy rules govern how tribes interact, but they each have free reign to do whatever they like internally. Membership in the confederacy is bound by only a few rules:
- No member tribe shall take up arms against another
- If any member tribe is under attack from an outside force, the other members will come to their aid
- In times of famine or drought, all member tribes will pool food to be distributed evenly.
- No member tribe shall enter diplomatic agreements with foreign governments; those go through the Confederacy
Structure
Each tribe is governed by a chief. The chief selects a delegation of 4 members to represent them. The delegates rotate time in the home village and time in Shupilu, the largest town. Before the conquest by the Kingdom of Tanish, the delegates met in Llira.
