The Theocracy of Wee Jas

The Theocracy of Wee Jas is the ruling body of the city Foraminis. Their organization is organized by a number of circles representing the power levels of spells:
0th Level: Non-worshipers
1st Level: Worshipers who don't work for the Church
2nd Level: Basic Acolytes with minimal responsibilities
3rd Level: Priest or Acolyte in charge of a single temple
4th Level: Cleric or Priest in charge of multiple temples
5th Level: Cleric or Priest in charge of social issues
6th Level: Cleric or Priest in charge of economic issues
7th Level: Cleric or Priest in charge of military issues
8th Level: High Level Clerics who are charged with taking care of dangerous threats
9th Level: 9 high to mid level clerics in charge of delegating the other 9 levels.
The 9th Levels do denote one cleric as the head-priestess sometimes referred to as the 10th as a nod to legends that there used to be more spell levels. The 10th is often left to make decisions unilaterally.
