Transit Well System

Nobody knows who created the transit well system. It doesn't exist in either Elven or Dwarven histories which, generally, means that either no one knows the truth or, if the truth is known, no one is speaking of it.   What IS well understood is what the system does and how it is controlled.   This knowledge is typically contained within upper echelon and their designee - your connection to, both, Thadeus Welshman and the Oracle of the Expanse has put you into a very exclusive "club".

Utility

Preparation:   With a difficulty that begins at "Difficult" -20, every 5 minutes spent preparing the system reduces the difficulty down to 0 and every 5 minutes after that adds +10 to your Tradecraft/Incantation skill total.   Translocation: Roll your skill to locate all wells within range based on your skill (see below)   Transit: Roll your skill to activate the well (the surface turns into a mirror-like sheet of glass. When a connection to the destination has been made, the glass shatters and forms a vortex that will transport all objects capable of physically fitting into the opening of the well).   Arrival: Generally, you have a choice on how to arrive: On Target: You appear to walk up a set of stairs built into the well   Within "X" Feet: Depending on your skill level, you may appear within 5, 10 or 15 feet of the well (if the destination is guarded, for example)   Note: Some wells are locked in with a specific distance or circumstance of your arrival. This may be determined with a straight skill roll.   Deactivation: After your journey the well will naturally deactivate 30 minutes after your arrival. During this time both directions of transit remain open which may allow for a quick getaway or the opportunity to chase your target through his/her travels.   This 30 minute window may be deactivated with a successful skill roll upon arrival.   Distances:   Travel distances are based on skill level.   Initiate: With one pip in the skill focus you have the ability to activate wells within 40 miles of your location (2 day's travel).   Journeyman: With two pips, you have the ability to focus and transit up to 400 miles of your location (20 day's travel)   Master: With three pips, you have the ability to focus and transit up to 4000 miles of your location.   Unfocused Transit   If you don't have the time to focus the well to your destination, you can choose to make an unfocused transit at -20 to your skill roll.   This will transfer you to the vicinity of a well in range with the following effects:   Initiate Level: You appear within 1 mile of the destination well in any direction. There is a 30% chance that you will appear in a dangerous circumstance (1 mile in the air, materialize completely or partially in a physical obstruction like a mountain, materialize 1 mile underground or under water, etc)   Journeyman Level: You appear within .5 miles of the destination well in any cardinal direction (N,E,S,W) with a 20% chance of detrimental effects.   Master Level: You appear within .25 miles of the destination well in any cardinal direction (N,E,S,W) with a 10% chance of detrimental effects.
Access & Availability
There are two methods to activating and using the transit system - one is based in Magick and the other in technology.   Spending time training with El-Ulianna (for example) will allow a magick users to purchase a skill focus to the Incantation skill in 3 degrees (Initiate, Journeyman, Master).   Likewise, spending time training with Tadeus will allow someone to purchase a skill focus to the Tradecraft skill in 3 degrees.
Complexity
A skill focus for the Transit System is absolutely a requirement to activating the system, choosing a destination and transporting through. Additionally, those utilizing Tradecraft require a pair of spectacles with specifically made lenses (Transit Spectacles).   These spectacles allow the user to decipher the subtle physical reactions the wells give in response to proper manipulation.
