The largest political structure. It has recently risen under the leadership of the emperor. They have a reputation of cruelty and bloodthirst. Their main method of expansion was conquest.
The dragon empire rules through prophets who serve as channels of mystic energy as well as the voice of the dragon emperor. They wield nearly unlimited power.
