Harbor Justice (Baeleth)
Harbor Justice is a Baelethian a law-enforcement organization tasked with patrolling the harbor district of Baeleth. Their duties are primarily tied to administration and taxation of the many trade ships that make port in Baeleth.
Harbor Justice is comprised of two ranks: Harbor Masters and Harbor Guards
Harbor Masters are appointed by members of the aristocracy and often have a background in law or finance. Their primary duties include setting tax rates for the various merchants and making sure these are enforced, as well as administrative tasks like drawing up trade permits.
Each Harbor Master is responsible for a section of the harbor, usually owned by the aristocrat that appointed them, and has a division of Guards that answer to them. Each division of Harbor Guards is made up of between 10 and 40 guards. These are hand-picked by the Harbor Master they serve under, with no formal training required. The guards make up the bulk of the organization and function as the enforcement arm of Harbor Justice. They are primarily tasked with patrolling the harbor, conducting inspections on the cargo holds of ships and keeping the peace. Additionally, a Harbor Master may employ clerks to help with the administrative duties, or may train guards to perform them. The guards are recognizable by their thick, water-resistant cloaks decorated with the sigil of Harbor Justice - a pair of golden scales.
Harbor Justice has a particular reputation among the general populous of being corrupt. The Masters are said to be greedy and capricious, while the guards are commonly considered violent thugs. Bribes are incredibly common, whether to make a Harbor Guard turn a blind eye to illegally imported goods or convince a Harbor Master to lower your tax rates. Due to their connection to the aristocracy, some people also attempt to use the Harbor Masters as a way to get in contact with the noble they serve.
