  Dragons are not very social creatures, by nature, and are dealing with steadily dwindling numbers as decades pass. The most ancient of dragons might not have much to fear from 'lesser beings', but they did not reach an advanced age by being reckless. Most of them who have a need for social interaction outside of other dragons use proxies to do so, empowered with the authority to make decisions for the dragon. (As well as for any other minions who serve the same dragon.) These are known as "the Voice" of the dragon, and tend to carry some sort of identifying object which makes it clear.

Many common folk don't see dragons, but a Voice is a sight which stirs up rumors and gossip. Most Voices are dragonkin, kobolds, or other reptilian species - these are almost always notable when seen in civilized areas. For Voices which are humans or elves, similar tendencies can be noticed in their mannerisms and dress. Clothing will most often be ostentatious, using bright colors and metallic thread, drawing attention while presenting clear draconic motifs to watchers.

The goal of these Voices is to interact with people in authority at the local level, and express concerns or desires of their draconic superiors. These concerns and desires are often expressed as verbal warnings or offers, to be expanded to written agreements once a decision has been reached. Occasionally, the discussion alternatively requires the assistance of other dragon minions to put on a show of force to ensure the proper message is received. It is vanishingly rare, though not unheard of, for such demonstrations to result in an unpleasant end for all involved who do not have oaths to serve the dragon.
