The directive, written by Ordona Masta Sanfiri determined that the latest High Tech, Developed by Masta Enterprise should not go to Earth. Why the directive was written and send to all corporate board members is still unknown. Three days after the directive was announced she was found death in her office. No visible signs of violence, no signs of murder...

The use of nanobots to murder was not yet known. Investigative Captain Ochem Durdum was able to confirm murder, but was unable to pinpoint the method or the murderer. Evidence collected was stored.

The directive had a huge -negative- impact on the status of the corporation on Earth and a huge -positive- boost on Mars. The directive make it possible for Mars to gain a technological advantage over Earth and it leads into the development of the Declaration of Independence for Mars. The importance to gain independancy is of great value for Mars and her companies. This possibility was probably the main reason to kill Ordona. Earth was not happy with the directive and tried to circumvent it in any possible way. The directive, however, was written with a fountain pen delivered by Solam a rising corporation that was able to determine if a document was forged or tampered with. The Directive was not a fraud and not tampered with. (proof: HDKL78172-D3828 and DNA sequence provided.)

Purpose

the document prevented the latest high tech to be exported or shared with Earth. Creating a technological advantage for Mars.
Ordona Masta Sanfiri wrote this, out of anger with Earths secret directive to keep Mars on a short leash. (and limiting her company)
She learned about that secret directive through her A.I.
The A.I. is connected to the large storage A.I. and the connections pay off. it learned also how to connect to the ECIN (Earth Central Intelligence Network). the Masta Enterprise is probably the best and most informed organisation in the solar system.

the message delivers a few limitations: limitations on communications to and from earth, controlled delivery to and from earth technology research on technology should directly be done on mars. (a note added: to make that happen asap)

Caveats

Some relations will drop their support. Where needed they need to renegotiate the terms.

Publication Status

as soon as the most prominent research from earth is moved to mars (notes with details added) the message may be made public.

Legal status

The Mars Directorate needs to agree. It already has been on the Agenda several times and the consensus is that they will agree.
