  While he has an educational background in physics, Hoon followed in the footsteps of two generations before him and joined the armed forces. Hiis strong understanding of both military and political strategy allowed him to rise in rank quickly. He knew what had to be done and how to convince others of his point of view, making him many enemies but even more friends. Most of Hoon's career came to be about coordinating international marine operations, but he did much more than that.  

Founding of WARD

Hoon became aware of The Shift within hours through sheer luck and immediately contacted every person of influence he had any connection to. Even before the true power of the Embershard was discovered, he realized that the world could easily destroy itself if everyone tried to get their hands on the mystery at the same time. It took every favor he had and a lot of work, but he finally got most countries to sign WARD's charter and giving him the ability to put together teams that were completely outside any national military. In fact, he played nations against each other to make sure that none of them would be allowed to directly interfere with WARD's work.   Much of Hoon's role in WARD is maintaining a balance that keeps the chaos of letting everyone close at bay while also giving charter signees enough resources to be happy. Since the Embershard produces a lot of weird effects, he needs teams that are prepared to break with convention and do the best job possible even if their circumstances shift radically. His first major hire, Sonya, reflects this.  

Personality

Hoon carries the weight of the world on his shoulders and takes his responsibilities seriously. He is polite until given reason not to be and tries to emphasize decorum. When he likes someone, or wants to give that impression, he can be friendly and charming, but he will never suffer fools gladly. He has enough experience with people to see through deceptions and knows to trust those who actually share his desire to make the world better for as many as possible.   Some might see Hoon as arrogant because of how he considers himself a moral bulwark to protect humanity. He doesn't even trust a potential successor to his own position, which is the biggest reason he hasn't tried to centralize WARD's command structure more. He might want to overrule his officers sometimes, but he knows to do it discreetly enough not to set a precedent.

History

Having worked together on several missions, Hoon and Snow know a lot of each other's dirty secrets. In a way, this makes them relax together and fall back on some light banter about the nicer aspects of their past.

History

Hoon has always faced international criminals as much as he has fought warlords. Seeing Aisuke stand up to the yakuza as a kid is an inspiration to him and he considers it an honor to have recruited the young man to the team. Aisuke on his part sees someone who at least tries to achieve the right things — even if he sometimes is a bit too pragmatic about it.
