one the other hand the new territories especially Bulimdion are not really happy about their new rulers.
They lost manny friends and family in the war and generals like: Ozai ,Maxime ,May and Wilhelm didn't make the relation easier.
Because of their genocidal tendencies and fear mongering the citizens hate the empire.
