They have pride in their forges and those that can forge items well.  They begin apprenticeships at a young age, that way they have more time to have the young dwarf or gnome create new and interesting items while still in their apprenticeship.     To leave the apprenticeship the apprentice would have to forge an item that impresses their master. That item is then taken to the head of the trade guild to prove that it is time for graduation. If the head of the trade guild agrees with the master that the apprentice is given their trade license and sent off to start their own forge or join a large foundry.     Most families have large parties to celebrate the graduation of their children.
