A male tortle and leader of New Tolball in the Kiri Remnant. A grizzled survivor of the Sunken God's Reign of Terror, he journeyed to the Northern Territories to escape Sardivelian oppression sometime in the early 900's. The chaos of the Kiri Remnant proved to be a perfect location for Tolball's brand of ruthlessness, slowly amassing power and seizing control over much of the region's coastlines on the Gulf of Lotan. He's even found reinforcements from his onetime enemies the Sahuagin, but any of these fishfolk found yielding to the blood frenzy quickly find themselves executed for such offenses.
The Fortunate Five helped him cement his power in the region during the Siege of Nekutalin, ensuring his loyalty to the party's patron and regional sponsor Kyoko Hara. In the 920's he started cementing alliances in the region by joining Kyoko's Northern Union and establishing diplomatic ties with the sahuagin city-state of Tilapia, anything to counter any Sardivelian encroachments in the region.
