19 people are humans, specifically humans of the Funch family. They've ruled this town for several generations. The other 4 people are 1 elf, 2 dwarves and 1 gnome.
Government
There is no government proper but when someone has a dispute they solve it with trial by combat. The two parties who are at odds are placed into an area, alone with naught but the clothes on their backs. They fight until one cedes to the other. This is not to the death, but some do get injured in the process. As a result, the town is simultaneously one of the tougher populations you might find out in the farmlands of the Delta, but also more reserved, so as to avoid unnecessary conflict.
