Magitek
Magic is part of everyday life in Eberron, but in its raw form it is chaotic and difficult to control. Dragonshard crystals hold the key to harnessing the raw energies into useful magic items. Almost all magitek items are built upon this base technology.
Magic items dedicated to producing a single spell effect tend to cast spells at full power as they can be optimized for that particular effect, as opposed to an arcane focus that is general purpose but less efficient overall.
Spellcaster Special Rules
The item attunement cap increased to 6 for spellcasters. This is to encourage more character customization and offsets the challenges of spellcasting. In addition, spellcasters can recharge magic items with stored charges by sacrificing spell slots. As part of a short or long rest, the user can use spell slots to charge their magic items (item’s spell effect level / total slot level expended per charge). Example: One charge of wand of fireball (level 3) requires 1 level 3 spell slot, or a level 1 + a level 2 slot. The exchange takes effect after the effects of the rest (i.e. instead of restoring a spell slot if you would, the spell slot goes towards charging the magic item instead). As many spell slots as desired can be swapped per rest in this manner. Unless the magic item says otherwise, the process can not be reversed.Martial Characters and Magic Items
Martial characters make up for their lack of spellcasting training with proficiency in military-grade weaponry (wands, energy ranged weapons, magical melee weapons, artillery staves, grenades). The more powerful of these weapons tend to be consumables (like grenades). These weapons are prevalent in Eberron, but legally restricted or licensed in most nations. Also, some weapons like military wands have a rapidfire trait that allows them to be used as an attack rather than by using the item (meaning you could apply multiattack).

Access & Availability
While magic items are prevalent throughout Eberron, they are not equally so. Their rarity is related to the power of the effect they produce.
- Common: Household implements and tools (cantrips)
- Uncommon: Basic healing/weaponry (level 1-2), largely unregulated
- Rare: Equivalent of automatic weapons/grenades. Standard issue military hardware, civilian restricted (level 3-4)
- Very Rare: Heavy artillery/military strategic arsenal. Anything short of a nuclear arsenal. Highly restricted and very costly. (level 5+)
- Legendary: Manhattan project level on the technology tree. Almost entirely government controlled or undiscovered ancient artifacts.
Discovery
The underlying technology and most great breakthroughs have come from reverse-engineering recovered artifacts from Hath ruins. How the Hath came to create the technology is unknown.
