Early in the winter of 917, Breland formally complained that Thrane’s conscript navy impinged on personal liberties, that the forced conversions in the borderlands around Sigilstar failed to respect private faith and belief, and that mandatory tithing in the Lessyk area of Old Breland violated Brelish law.
