Eberhaven

You can find anything in the magical city of Eberhaven. It's a bastion of civilization surrounded by the mists of Faery, just one convenient bus-ride away from the realms of the Waking World.   They've recently created the Newly Consolidated Police Force and are planning to hold elections for the next crop of public officials. Just as soon as the bordello kingpin approves the list of public offices up for election, of course.   There's something here for everyone, and if you're having trouble finding it, just pop over to the local University. They have orientation classes for newcomers and immigrants alike every third weeknight. While you're there, you might look at their work-study programs. The Necromancy Department, for example, is always hiring and the class-to-work credit exchange is quite excellent. Especially for the corpses.
