Earth, but not really

A world where magic is a normal phenomenon, at least, until now. Most people have a regular life, since powerful magic is very rare. Even if someone has that much power, it would probably be advised not to be used because it can be very dangerous and harmful to others. Some people who do misuse that power end up being arrested anyways. Magic is only ever used on a big scale to wage war. That's why the government decided to ban magic in the future. Anyone who is seen using it will be prosecuted and arrested. Magic is becoming rarer and rarer these days. The few that do have the powers barely use it, because most of the time, it isn't all that powerful.   Magic had the form of spells. No body manipulation or other intelligent creatures other than humans exist.
