Don Do Dis, Water Specialist of the Boon

"Water! Don't waste it! How is that so hard to understand?!"

The Boon engineer in charge of every aspect of water on board the Galaxy-class Boonship that settled on Earth. Water reserves, water treatment, water depolution, water distribution, water warnings... She was temporarily assigned as an Arbiter because of her Brother, Don Do Dat's sickness.
Don Do is the most stressed out Boon in the entire sector, and having to manage new planets and their resources is another reason for her to get cranky. When the Boons arrived on Earth, Don Do was horrified of the state of the Earth's glaciers and poles when compared to the long-range images the Boon recorded in 1879. She made it her goal to use his brother's sickness as an opportunity to teach earthlings lessons they won't forget.
Admirably, Don Do is very effective and intelligible during her angry rants. She could teach Astrophysics to the most uninterested middle-schooler and manage to make it both enjoyable and memorable. It is a useful quirk that comes in handy when she has to explain why certain simple actions have complex consequences.
