In this parallel world to our own, a cosmic gas cloud has crossed through Earth's orbit and exposed the living matter to energies hitherto unknown. The lasting effect seems to be that about 1 in every 478 thousand people (a ration of about 1: 16,500) are hit with a rogue particle from the cloud which causes them to mutate. This is seemingly at random and has caused quite a commotion. However, this did not happen overnight.   The Solirruo Cloud originally entered the system and crossed earths orbit, causing what is regarded in the media as The First Wave of mutations. The planet only grazed the cloud, but it was enough to effect the entire world as overnight, the countries of Chile and Argentina became national superpowers. This caused much unrest throughout the world and power dynamics were shifted and alliances abandoned. Those countries were not the only ones with the first mutants, but their population was about 23 times the current global average.   This triggered a knee-jerk response from the rest of the world's powers and before long, cybernetics and advanced weaponry were considered the standard for anyone engaging with empowered humans.   Approximately fourteenth months later came the Second Wave. This time, the cloud was hit directly and the mutant population on earth was decupled almost over night. The ensuing chaos took seven years to be quelled. And by that time, the Solirrou Cloud has begun to be kited along by Earth's gravitational pull, keeping a constant gentle wave of cosmic particles colliding with organic life on the surface.   Life is slowly returning to as close to normal as can accurately be described when compared to the world before. Though, it is still a change. Those that were exposed to the First Wave have had almost a decade to master their power and are viewed by the masses as real life super heroes and villains. Individuals with the most advanced powers and no authority to keep them contained.   Now, more and more mutants are being mad every day and each time it leaves the question... hero, or villain?
