High Tortuga

Moored in the Rockies in what used to be northern Wyoming, the SkyLoft city of High Tortuga is the great pirate haven of North America, a vicious den of dosshouses, inns and smugglers dens where anything can be traded with little regard for who the original owner might be.
The rat-infested city is a dangerous enough place to walk around in the daytime; at night, it's downright murderous.
There are a few wealthier homes owned by ex-captains scattered around one side of the main platform. Among the most notorious of these are “Roaring” Bill Halfshanks and Krey “The Carver”.
Every year, the Tortugans compete in the deadly Best Pilot Aloft competition, a daredevil race through mountain passes.
