Chance

One of the smaller Skyloft cities, Chance - like Vegas before it - is a city grown around its great casinos.
Many of the casinos in Chance are in fact airships in their own right and retain the potential to cut their moorings and just fly away.
The three largest casinos are: The Last Chance, Treasury & The Razz.

Government

The city is run by an assembly of the owners of the casinos of chance; this group is known as Chance Holdings Limited.
