Kaisa

The Republic of Kaisa was formed during the collapse of the Jiderani Empire. As the western empire fell into civil war, a group of eastern governors, military commanders, and landowners shored up their power in Kaisa, establishing a capital at the meeting point of Jideran and Vieluesse. Over time, Kaisa became the central power of Jideran, and as the colonial era began, it became a world power.   Kaisa is known as a center of progress, at the cutting edge of culture and philosophy. A series of revolutions led to republican and liberal reforms, such as the creation of the Koinovoulo, an elected legislative body, and the creation and strengthening of the astitaxie middle class. Most of Kaisa is highly modernized and its population is concentrated in industrialized urban centers. Despite this, much of the power in Kaisa is held by wealthy aristocrats through the Symvouli, a hereditary council of lords, and in the rural areas, quasi-feudal relations are still common.   Like most nations in the International League, Kaisa was hit hard by the fallout of the Red Week. Uprisings began across the country. Many judges, aristocrats, Etnofroura officers, and landlords were assassinated, many simply dragged into the streets and killed. The Symvouli struck back hard, though, jailing and killing thousands of revolutionaries and suppressing the uprisings.   The Last War shattered the fragile peace. Kaisa's loss was a brutal awakening, and the loss of its western territory and a significant portion of its colonial holdings, on top of the massive sanctions left it reeling. Millions died in the war, and those who are left have nothing to show for it. Now, Kaisa teeters on the brink of collapse, waiting for a push to send it over the edge.

Structure

Kaisa is a hereditary oligarchy, in that the ruling of the country is done by the Symvouli, a council of representatives from the noble houses of the nation. Recently, the Koinovoulo, an elected legislative body, was formed. The Koinovoulo has the authority to pass laws, but ultimately, the Symvouli has the majority of the power and the Koinovoulo is largely symbolic.

Military

Kaisa's military is among the largest in the world, drawing from both Kaisan core territory and from its many colonial holdings. In peacetime, the Kaisan army is voluntary and limited to merchant marines, colonial peacekeeping forces, and the Etnofroura.   The Etnofroura, the civil guard, is the branch of the military dedicated to maintaining order and cohesion within Kaisa's borders. They work alongside the gendarmerie during times of social unrest, to crack down on insurgent behavior. The majority of officers in the Etnofroura are members of the Kaisan noble houses, while most rank and file members are common citizens. At best, the public views them as brutish; at worst, class traitors.
