Shandalar (Half-Elf Haven)
Shandalar is a small community beautifully nestled in between the Easter border of the Elven Forest and the mountains. This quaint place is inhabited by a small group of outcasts and their families, the half-elves. The high elf decree forbids any non-elf from entering the kingdom including half-elves. Any elven mother found to give birth to a half- elf is banished to Shandalar where she may raise and live with her non-elf companion. When the child reaches a mature age the elven mother may return to the elven kingdom but not before.
Likewise an elven father of a half-elf is banished to live with his companion and raise the child. He also may return but only after the proper time has passed for the child to be grown. In either case the parents may choose to dwell in Shandalar or another location.
Royalty are not exempt from the decree on the purity of the elven race. The purpose of the decree is not based on hatred for other races but rather on ensuring the longevity of the race. Meaning elves live longer than normal humans and mixing the races reduces the lifespan of half-elves. Also in the magic system each time someone uses magic the magic user ages. (very slight aging for basic spells but maybe years for very powerful spells). Ensuring the long life of the elf race ensure they retain mastery over magic.
The order of Justice will make decisions over the cases of 1/4 elf and so forth. But generally if your blood can be proven to be tainted then you will be exiled. In some very rare cases the tainted elf was allowed to stay only if they would take a potion to ensure they would never bear children again. But this shame is not common at all. Continuing to mix with humans, half elves and so forth pollutes the age-length of the elven race. Generally elves do not want to risk mixing as their children will live shorter lives then themselves.
Shandalarians live peacefully as farmers and miners. From time to time High elves visit the community to trade and ensure peace is maintained. While not officially part of the High Elven kingdom, Shandalar is under the protection of the High Elves and is well within the kingdoms sphere of influence.
Memorial Shrine The memorial shrine is a somber location in the northern part of the settlement. The half-elves retreat here to pray and remember their loved ones left behind in the Kingdom. Visitors to the shrine place messages on the willow tree for those in the Kingdom. Each evening a elven messenger retrieves and delivers the messages. From time to time loved ones in the kingdom send messages back to the settlement through the messengers. Besides the infrequent elven traders, the Memorial Shrine is the only method of contact between the Shandalarians and the Elves.
