Sentence: Wolffar is trying to control Otraria before 1400 using his charisma and system of underground tunnels to avoid detection; but can't because the other factions, kingdoms, and people are against him.   Theme: Respect and power is earned, not forced.   Otraria has gone to ruin due to the Spellplague and Wolffar wants to gain control because he thinks that if Otraria will be rebuilt, it will be the target for a bigger and much worse Spellplague. (Why 1400? That's when the rebuilding is estimated to be authorized)
