The Crelian Contain and Conceal Program

Now "defunct," the Crelian Contain and Conceal Program (CCC) was founded to limit the power of rebellious and magically gifted individuals.  

History

Founded in 350, the CCC was created to assist Crelia as it expanded its borders throughout the Fairre Plains. As Crelia expanded, they acquired new territories that didn't appreciate their new leadership. After one too many insurgencies, Crelia created the CCC to restrain magical citizens, and reintegrate them into Crelian society.   The CCC was split in 494 for obvious civil rights reasons. The restraints that were given to magical people were strong enough to crush their bones. Some extreme cases even resulted in the death of the constrained. Despite the disbandment of the CCC, restraints still exist on a lot of magical individuals, leading people to assume that the program was never shut down.  

Reintegration Methods

Those who showed aggression toward Crelia's forces were restrained by thick metal bracelets. These bracelets are capable of stopping a punch in mid air by tightening suddenly mid strike. The same process exists for magic. The bracelets tighten so intensely that any force against it could potentially be fatal.   Crelia gives restrained people multiple chances to prove their allegiance to the kingdom. The most straight forward way to do this is to join the military. The bracelets will allow aggression as long as it is directed towards an enemy. Others just choose to live through the 5 year sentence that the bracelets come with. They grab very passive jobs, and they try to pretend like nothing happened.   Some people try to flee Crelia, refusing to work for them. This works for some, though it is very difficult to find a spellcaster strong enough to break the Crelian bracelets. People who do run away never return to Crelia, not even for revenge.
