The Hilbert Scale
Epsilon - Metas with abilities that cannot cause death directly.
Delta - Metas that can cause loss of life in the single or double digits.
Gamma - Metas that can cause loss of life in the hundreds.
Beta - Metas that can cause loss of life in the thousands.
Alpha - Metas that can cause loss of life in the millions.
Omega - Metas that can cause loss of life in the billions. (Not publicly acknowledged) Developed by Jay Hilbert after seeing the destruction that Metahumans that were being deployed during The Great War were able to cause. The Hilbert Scale ranks Metahumans based on the amount of life lost if they were to let loose the full power of their abilities. The Hilbert scale was instrumental in the passing of the Metahuman Registration Act of 1919. The Scale is still widely used even though many say it is flawed as there are no ways to accurately test for higher Hilbert Levels. Officially, Omega Hilbert is treated more as a joke and not an official rank, with the reasoning being that it is believed that it is physically impossible for someone to be that powerful. Unofficially, there have only been a handful of Metahumans that could be considered Omega Hilbert to have ever existed.
