Koga

Koga city developed from a farming town that sprang up in the shadow of the towering mesas from which Koga Castle commands the plains below it. The Castle is built atop the tallest of the mesas with long, double arch of wind carved rock joining it to another mountainous pillar. A network of elegantly built, roofed bridges connects the castle to the three rocky columns surrounding it. The castle receives water from an ancient aqueduct, maintained from the days of the Andxrathi Empire. On the west side of the castle mesa the water travels down to the city via a second, smaller aqueduct. Koga Castle was the former seat of power of the Satochi Clan and is now the stronghold of the Pelonian necromancer Nerangarel. Koga city is known throughout Hivokia for its strong drink.

Demographics

The castle is home to around 200 soldiers with around 320 Peasants employed as servants and artisans within the castle itself. A city has sprung up on the hill and plains that lay in the shadow of the mesa the castle is built on.   Dominent Races (Can be found anywhere, in any district and are involved meaningfully in politics):

Government

Formerly ruled by the Satochi clan, the city and Prefecture was given to the Necromancer Nerangarel for his services in the war, where he rules as Chieftain (Pelonian equivalent of Noble Lord). Nerangarel rules as a despot in this age of civil war. Law and his will are dispensed by his soldiers which are a mixture Pelonian warriors and undead servants. Under his rule almost any crime can be forgiven with enough gold. Those who cant pay are taken as slaves or executed with the soldiers playing both the roles of judge and executioner.  

Laws

Under Chieftain Nerangarel Koga city follows the decrees of the Iazsu Pelonia:
  • It is ordered to believe that is only one God, creator of heaven and earth, who alone gives life and death, riches and poverty, as pleases Him; and who has over everything an absolute power.
  • Forbidden, under the death penalty, to pillage the enemy before the general commanding gives permission.
  • Every person who does not go to war must work for the empire, without reward, for a certain time.
  • The person in whose possession a stolen horse if found must return it to its owner and add nine horses of the same kind.
  • Whoever finds a runaway slave or captive and does not return them to the person to whom they belongs is to be put to death.
  • An adulterer is to be put to death without any regard as to whether they are married or not.
  • Love one another, do not commit adultery, do not steal, do not give false witness, do not be a traitor, respect old people and beggars.
  • Whoever intentionally lies, or spies upon the behavior of others, or intervenes between the two parties in a quarrel to help the one against the other is also to be put to death.
Slavery and owning slaves is legal under Pelonian law as is the practice of Necromancy so long as the subjects are kept under strict control. Additionally in Koga city mind altering or reading magic is forbidden, speech or written word criticising the State is punishable by death and powerful poisons are sold unregulated.

Defences

The castle stands at the top of a mesa that rises from a hill, overlooking the settlement and terraced fields beneath. The way up to the castle is by a long, winding pathway that is only just wide enough to accommodate a single wagon, forcing advancing troops to walk no more than four abreast. The way is so steep that any force attacking would be tired before battle began and such siege weaponry as could be brought up would have little cover or maneuverability.    The castle is protected by tall stone walls on all sides and has only one entrance. It possesses outposts and towers on the surrounding buttes and mesas that can be garrisoned to provide ranged fire against an encroaching enemy. The waterfall from the castle above feeds a drainage ditch acting as a moat, that surrounds the hillside and the city to which access is granted by way of a drawbridge.

Infrastructure

The castle receives water from the Whitecap Mountains via an Andxrathi aqueduct that has been maintained since the collapse of that empire. The excess water is carried to the town beneath by a secondary aqueduct installed under the reign of the Satochi Clan. From there a complex irrigation system gathers water using gutters in each house and funnels it down the hillside from rooftop to rooftop until it runs into the drainage ditch surrounding the settlement. The moat in turn drains into the snake river which is used to irrigate the terraces rice fields surrounding the city.   Inside this moat, at the base of the hill is the slaughterhouse district, acting as one of the main sources of employment in the city itself. Close by the warehouse district can be found. Further up the hill is the distillery district where the rival distilleries that produce the drink Koga is known for can be found. The dwellings of Kogas most influential citizens can be found at the top of the hill with the dwellings becoming more modest the closer to the base that is travelled. On the outskirts of town by the Snake river a lumber mill operates, processing wood from the High Wind forest into timber used in the building of houses. The river is utilised to transport the wood to the mill; to power the mill itself and to transport the finished product all across Tahoma.    A system of roads laid down by the Andxrathi Empire connects the city with the rest of the Prefecture, travelling in arrow straight lines to other large towns of cities. However, under the administration of Chieftain Nerangarel nothing has been done to maintain these roads, leading to the wilderness beginning to encroach upon them. Paving stones are broken by weeds and burrowing roots and in places mud completely obscures them.

Description: The tavern is a wooden single storey building, with a blue tile roof and a smooth stone floor. It contains a large cedar countertop and shelves filled with random kooky crap. Poor, lowly service. The street outside has a fortune teller. Description: The blacksmith is a timber framed and sprawling single storey building, with a gray shingled roof and a small vegetable garden. A number of hunting trophies line the walls. It contains curtains draped over the walls and an unfinished set of armor on a stand near the forge.   Alchemist: Itada's Vial Owner: Itada, Male Tabaxi [Details] Location: In a well-lit avenue with guard towers. The street outside has drunken revelers. Description: The alchemist is a concrete cabin, with an orange shingled roof and softly blowing chimes by the door. It contains taxidermied birds hanging from the ceiling and glass beads cover the doorway.   General Store: Fortunate Stash Owner: Hatsu Omura, Female Elf [Details] Location: In a market quarter. The street outside is shaded by large trees. Description: The general store is a timber framed single storey building, with an orange shingled roof and a big brick chimney. It was once a barracks, and has a collection of arms and armor. It contains a large brass countertop and a full suit of armor holding some specialty items.   Slave Markets Skeleton rental

Architecture

The castle is protected by a high stone wall though the castle buildings themselves are built of timber with high, vaulted roofs of tile sat on scarlet painted rafters. Golden gargoyles shaped like dragons adorn the corners of each structure.   The towns building are also built of timber with vaulted roofs though instead of tile they are made of overlapping layers of bamboo

Geography

The snake river runs past the settlement to the west. To the south High Winds Forest provides a haven for bandits and monsters who make a living attacking lumber crews from town
