There is generally an even distribution of the common Ankroth races in Irstalu, a majority of the permanent residents have some kind of involvement in the criminal dealings of the town in various wealth classes.

Government

Irstalu has an established government used for interacting with other nearby settlements that is a front for the Cardinal Syndicate that control all laws, taxation and organization of the town behind the scenes. A vast majority of the "laws" of the town are unspoken and predominantly relate to not interfering with Syndicate affairs and respecting their authority by paying consistent living taxes.

Defences

Due to a majority of the streets of Irstalu being covered with water, it is difficult for the non-seaworthy to swiftly navigate the waterways but veteran citizens are aware of the many hidden passages and underwater tunnels that can be used for quick travel. There are several raised bridges throughout the city and tall watchtowers along the perimeter of the city with the primary land and aquatic entrances to the city being blocked by guarded gates.

Industry & Trade

Primarily dealing in the production and distribution of illegitimate products, many individuals employ themselves in the production and circulation of such materials.

Infrastructure

The economy of Irstalu is largely based around criminal activities and other illicit arrangements or affairs. This includes production and distribution of drugs, money laundering, assassins for hire, thieves for hire and sex work. Irstalu is also used by criminals to trade coin for ill gotten gains that would otherwise be impossible to sell.

Guilds and Factions

The leading guild of Irstalu and the foundation of the underground economy is locally known as The Cardinal Syndicate. All dealings within the city are either organized by or heavily observed by the Syndicate members, recognizable by their crimson red sashes that they wear in various orientations.

Tourism

A common meeting place for thieves, pirates, and other such criminals, many of these people find Irstalu to be a haven where they can not only relax and let their guard down from the ever leering eyes of the usual guard of other cities but also sell the wares they have gathered, by lawful means or not.
