Twinnow Chor
Structure
The Twinnow Chor governs through a hierarchy and the path to Chordate, which is the highest position of the government, is through this hierarchy, that is a person must rise through the ranks before becoming the Chordate. These ranks are; planetary councillor, Stardate, Condate, Pandate, and finally Chordate. Each of these politicians resides within the area they are in charge of and also within the Capita, the capital of Twinnow and previously the Reich. To raise through the hierarchy, one must be voted into the next position by their fellow dates. The government focuses its efforts into three areas; internal civilian affairs, internal government affairs, and external affairs. Each Date hires one officer for each of these to act as advisors and to represent them when they are unavailable.
No one individual has control of a planet. Instead, a large group of people are placed in charge of the many factors that contribute to a properly functioning planetwide society. There are councillors for services such as police, sewerage, and interstellar communication and they tend to be the head of the major organisation of each service.
Stardates are in charge of and have a sense of ownership over most non-planet objects within a solar system. They are in charge of interplanetary matters such as system police and resource harvesting.
Condates are in charge of constellations, which are a collection of a few stars in its own administrative region. They are in charge of interstellar matters within their constellation and resource focuses of each system. Condates are also the lowest level of the hierarchy which can enter the debate chambers of the Capita, although they are only allowed within the external chambers.
Pandates are one level below the Chordate and are in charge of one of five Pans and have some direct control of the Twinnow navy. They are directly responsible for wormhole security and customs, there is one wormhole in each pan. Pandates are the only date allowed within both the outer and central debate chambers.
The Chordate, the desired position, is the member of government with the most power but they are not all-powerful. The chordate cannot make any direct changes to anything, they must propose changes and actions to the Pandates and all members within the inner debate chamber. The chordate has two votes and the pandates have one vote each.
