Chaosnomicon Runes

Chaosnomicon runes are an ancient language that can only be written inside the chaosnomicon, a powerful book riddled with chaos magick. The book is always sealed shut via extremely powerful chaos magick unless the current user of the book is in possession of it, such as holding it.   Each chapter is written by a specific user, with the writing being that of runes. The runes can be written in any order, so long as they make sense to the owner (i.e., one can write in any language, such as Chinese, English, Korean, Arabic, etc. as long as each letter is in the shape of the rune that corresponds with it).   Some letters even interconnect, so it makes it harder when translating. For example, the rune for C and K can easily lead to one mixing up the symbols and making it harder to translate, and it only gets worse when the runes translate into a word from another language or even a cipher. Ciphers are a common way to keep unwanted readers from figuring out what is being written, especially when ciphers are combined. The two most common ciphers are atbash and caesar.   While the runes can be written outside the book, the chaos magick riddled within them can cause whoever is reading it to collapse into seizures unless they are the owner of the chaosnomicon. This is used as a protection so that the current user doesn't copy down a spell for someone dangerous to find later down the line.

This is an example of chaosnomicon runes. Can you solve it?
