South Africa Section
While the Far East Section is seen as a punishment to be assigned to, the South African Section is instead considered a reward. Practically a vacation in the eyes of most agents.
While that mental image isn't entirely correct, it isn't entirely wrong either. Where it is correct, would be the larger settlements. There is enough focus on these places within British controlled territory that problems are few and far between, of both the mundane and supernatural variety. The further out you go, however, the less true it becomes.
Where the true misconception lies is where the danger itself comes from. Many citizens of the isles believe that the areas beyond British control, even those under the control of another European power, are simply a savage wasteland. With cannibal tribes and hostile spirits roaming around for the nearest piece of 'civilization' to tear apart.
And while there certainly are a few of those things, displaced by several hundred miles between them, the tribes that still stand outside of any border have tamed the spirits long ago. The knowledge of their Witch Doctors is invaluable to anyone looking to operate in the area. Africa has a long and storied history, and with it comes a great deal of spirits of all kinds. Not to mention the more corporeal threats that have emerged since the Grand Reveal that many of them have developed their own combatants for. The powers at be don't like to admit it, but they also realize the invaluable source of information that such people are. You'll never hear them say it, and try to call their bluff and they will destroy you for it, but never acknowledge it and those in the know will let it slide.
The South Africa Section might have resources and manpower at their disposal, but they rarely act without the natives. As such, the section is often used as a training ground. New recruits sent out to deal with old hands and foreign peoples, and to learn how to gather information from those that don't want to reveal it.
With this arrangement, the section's casualty rate is a bit higher than the average given it's concentration of green. Those that make it through have a fantastic start to Section 13's usual method of sending their agents off alone or in small groups.

Structure
As mentioned before, many of the new recruits of Section 13 are sent down to the South African Section. A vast majority in fact. This has lead to there being too many pigs for the tits, so to speak. Too many trainees, not enough trainers.
Foregoing the usually duo or tri partnership the Sections usually use, many of the experienced agents and higher ups have developed their own retinues of sorts. A dozen or more rawhides following around one or two skilled agents like a heard of puppies. As soon as one graduates to full agent, another will instantly be picked up after the celebrations, the pure volume is so high.
Culture
Things are not taken as seriously as at Section 22. Not in the uncaring attitude of the Far East Section, but the lighthearted atmosphere of a particularly lax classroom. It's all part of the lesson. Nothing serious happens on campus, after all.
