Hator

Hator (Zean: Speaker) are the right-hand men and women of the Zean Councils. Depending on a tribe, they have a different range of responsibilities and roles.   Nata-Kea   Nata-Kea Speakers are perhsps the most important among the three major tribes. Nata-Kea General Council meets every two years, to engage in a long debate over the future of the tribe. Since this is the most decentralized of the tribes, the issues brought before the Council range widely, from exhausted mines to new discoveries, territorial disputes, supply chain issues, finally to introducing new and retiring the old Councilmen. Several dozen Hator work tirelessly to transcribe the discussion, divvy up the responsibilities and assign duties to their fellows for after the meeting is done. They attempt to make instant judicial decisions besed on the tribe's law to present to the relevant Councilmen and facilitate resolution of any issues. While this is the most intense two weeks in their schedule, the rest of the year is also filled with duties. Many of Nata-Kea Speakers are assigned to small communities, deep in the mountains it is their job to deliver any Council rulings, investigate issues or gather information. Nata-Kea Hators are highly devoted to their work and being chosen as one is an honor almost on par with working with Kea-Atara. They are also highly regarded in the community, as every visit from the capital may bring important information.   Nata-Got   Nata-Got Speakers don't have half of the renown their Nata-Kea equvalents boast of. Instead, they are met with fear and hate. The Nata-Got Council uses their Speakers mostly as an intimidation tactic and investigators assisting in cases important for the good of the tribe. They were instrumental in rootng out remnants of the Enevir uprising. Those Hator are often pureblood Nata-Got who either didn't display any carftsmanship in their guild training, or didn't benefit from the Gift of the Spider despite their bloodline.   Nata-Fii   Because of the small population of Nata-Fii, their Speakers are often assistants and experts accompanying the Council in its regular meetings. They still serve as emissaries to the people, but they are also the first for consideration if a spot on the Council opens.
