Imperator Augustus Tallon

The Emperor is the ultimate authority in the Empire, capable of overruling the Senate, issuing direct orders to Department and Agency Directors and Military officers, and otherwise making Legislative, Executive, and Judiciary decisions limited only by the constitution. The Emperor's powers are limited substantially by the constitution, however, and he may be impeached, though this requires a significant majority vote. Electing an Emperor also requires a significant majority, meaning that it would be common for there to be no Emperor. This is deliberate: Most of the power is supposed to reside in the Senate, and the position of Emperor is supposed to only be filled in times of emergency following the death, resignation, or impeachment or Augustus.

Qualifications

One must be an Imperial Senator in order to be eligible.

Appointment

To become Emperor, one must be elected with total 5/6 majority approval, including a 2/3 majority of the Senate. If no-one meets this, there is simply no Emperor, and if multiple candidates meet this for whatever reason, then the Senate decides who takes the throne.

Grounds for Removal/Dismissal

Removal requires a 1/2 majority agreement of the populace or at least 1/3 the populace and 5/6 the Senate.
