Jaka Pretoral

Jaka Pretoral is the Director of the Bureau of Records & Warrants. This mundane sounding government bureau is the parent organization of the shadowy secret police known as the Salacinate.
At first glance, Jaka very much looks the part of a jackbooted police commandant. But when you look closer, his posture is just slightly more stooped than you'd expect, his eyes just slightly softer, his hands just slightly shakier. On closer inspection, he appears—in short—just slightly more human.
This is true, perhaps, but still tells only part of the story. He possesses great empathy for those who suffer. He is no stranger to pain or sorrow in his own life. Perhaps despite this or perhaps because of it, he is resolutely unbending when it comes to the suffering he inflicts as part of his professional duties.
If you’ve fallen into his ungentle care, he would tell you, it is because you’ve done something wrong. You have, literally, brought this on yourself. He wishes you would have done otherwise. But like a farmer must plow even the least yielding of fields, he must extract justice from rocky ground.
He is quiet and unfailingly polite, especially to those who remind him of anyone that have ended up imprisoned by his Bureau. In a café or salon, he is often mistaken for a midlevel careerist of no particular importance, which pleases him. It means that the darkness of his world has not manifested itself upon him physically.
He was once engaged but never married. He has always loved the innocence of children. Even their mistakes, even their indiscretions, are natural and forgivable. Parents, however, are not immune from his harsh justice. “It is the corruption of the father that spoils the child,” he has said.
