Red Velvet - Prime Blade of the Pirate Oracles

"Child, listen here and listen clear - If you utter but a single word after it is time to sleep She will hear you. If you are disobedient or run about on the Wafer Train she will know. Her eyes see far and Her net casts wide. She needs slaves, servants, Soldiers and thralls. Her hunger is as unending as the Great Soda Falls. Red Velvet - Pirate Oracle, Disgraced Lollipop Duelist, Monster all; Seeks young blood and She will have yours."

Summary

Red Velvet - Prime Blade of the Pirate Oracles - is perhaps the most feared person in modern times.   For children, she is the nightmare lurking behind every closet door or beneath every bed. For parents, she is perhaps, much worse.   Little is known for certain about the Pirate Oracles except that they have renounced all national ties for a life unfettered on the Citrus Sea - and that they have little regard for claims of ownership rights except for "Finders Keepers" and "Might makes Right".   Red Velvet - as a figure within the Pirate Oracles began to be spoken of several years ago - her figure, mannerisms, and charisma clearly marking her out as a cut above most other Pirates.   She's rumoured to be a disgraced Lollipop Duelist - though records as to who she was are hard to come by. She's rumoured to be an Oracle so powerful that nothing is obscured from her sight. Finally, she's rumoured to be something of a Monster - inhuman and inhumane - seeking to add the abduction of children to the list of crimes the Pirate Oracles commit.   Various missives and second hand accounts of encounters with Pirate Oracles certainly confirm her existence - but anything beyond that is mere supposition - uncertain guesswork at most.

Historical Basis

Whilst historically, the threat of the Candy Cane Witches has been used as a threat to terrorise the young, normalised relations between the Witches and the Gingerbread Dukes in the last twenty years - as well as the account of Mari, a young "abductee" seeking to explain the habits and customs of the Witches - has done much to shift focus away from them as a source of terror.   Coincidentally, the same period, with the rise of the Wafer Trains and mass transit over much longer distances has brought to prominence the Pirate Oracles. Whilst perhaps their activities have not increased over this time - certain high profile incidents - and the rise of Red Velvet as their Prime Blade - has managed to popularise them as figures of terror in the people's imagination.   Red Velvet certainly exists - there's enough evidence to confirm that. As to who she actually is, or what human or inhuman feats she is capable of - that's much more open to debate. Most curiously, the suggestion that she is a disgraced Duelist is muddied by the fact that there are no records of someone of her skill that align with the necessary timeline - still her continued actions suggest some measure of skill - official duelist or not.
