Take from the rich, give to the poor
Reports of vast amounts of money being sent throughout the city were finally investigated. It turned out that someone had broken into the mayor's personal vault and distributed the money to the most needy. Exactly how they got through the tight security undetected is unknown. Evidence of corruption emerged soon after and the guard who presented it is certain his source had horns. The mayor, and his affiliates, were convicted and never served in government again. The Silver Council was created soon after to weed out corruption and ensure that no one person held absolute power.
