House of Whispers

A Chovantine government department in charge of rooting out any rebellion or threats to the Hegemony. They are also in charge of agents sent into foreign lands to scout, spy and sabotage. Their public headquarters is the grand Hall of Summer in Chiendalar, but their real headquarters is Charwicke House.
