Report on the cult of 'The Sea Father'

We have seen worse, their actions do not appear malicious, they are not openly hostile nor have the attempted to disrupt trade. No further actions necessary. - response from High commissioner Gelt   Your Eminence, please find below a summary and key sections of the commissioners report:  
  • Cult activities are isolated to The Isles, appears all residents of said area are followers, approximately 2000 total -
