Bangle of Restraint

After an attack on the mage guild that resulted in Steve Eelwind's son being badly hurt and Steve almost being hurt. The person that was responsible for the attack is difficult to keep out, so Steve went to the extreme of having this item created. He regrets it's creation since it is a rather cruel item, but can't bring himself to destroy it just in case it is needed again. 
This is a black band of metal with red runes inscribed into the metal.

Mechanics & Inner Workings

This item reduces all of the abilities scores to 8 (unless their score is naturally lower then that will stay as it usually is) and puts the creature at level 4 exhaustion. They will fall asleep if left unattended or if are unmotivated to do anything. Their ability to focus is inhibited greatly.
To remove the item, a ring must be worn by someone else which will remove all the determents of this item and they return to normal.
If it is removed via dispel magic the affects cling to the person. They will recover 1 exhaustion level per long rest and 1 ability score point per long rest.
