Cactopia is a realm ruled by Prophecy. Well, it's ruled by a semi-delusional, barely-sentient human who names everything after cactodes
(the technically correct plural of cactus; it's Greek, not Latin), but prophecies are pretty important.
The past, the future, even the present has been foretold a thousand times over and new prophecies are being made or discovered almost every day.
They that control Prophecy, control the world.— Ancient Prophecy
Interestingly, this prophecy was, itself, foretold one-hundred years prior.

Sorry, I digress. Hard. Look, the point it, Prophecy controls everything. In such a world where Fate rules everything and nothing is left up to Chance (because it doesn't exist), is there Free Will?

YES!
There are those few who can unshackle themselves of Prophecy, creating their own Fate and even manipulating the Fate of others. Some use this power for Good, some Evil, but all are known as Heros.
It is said (not a prophecy, just a proverb) that while every Hero is free from Prophecy, every prophecy is enacted by Heroes. It is in that vein that your story begins, the story of a group of Heroes in the employ of the Cactus King. Bound by Fate, and yet free from it, you will change the world forever. Will it be for Good, for Evil, or purely for your own selfish desires? Only you can decide.
