Pago Viejo
Pago Viejo is the finest settlement around! Well, it is also the only settlement around, but that's not important...No one has bothered to keep a proper history of Pago Viejo. Most of those who pass through are "in transition" - either from one place to the next, or to nowhere in particular. It seems no one lasts more than a couple years. It is just a matter of time before either they move on, or are moved on. A bare-bones city government of a Mayor, a Sheriff, and a Clerk try to keep things organized as best they can. Aside from that, it is up to local business and the small chapel to look after themselves. Those passing through usually can't afford a ride (or afford to be seen) on the local rail line. They need to stop somewhere, lest the lands take them, and so Pago Viejo persists.
