Phobos

Phobos is the larger of the two martian moons. This, however, doesn't change the fact that it's way too small to even consider its terraformation. Instead, its insides were carved out and it was changed into a shipyard complex (slash military base) for the Mars' government.
It remains used in that way even today, although it's now only the largest of the martian shipyards and military installations. Other than that, it is almost entirely unimportant.
