this Imperial Encampment is where the Legion set up their camp and beacon.
The wall is made of eight foot tall wooden spikes which sit above a three foot mound. it is encircled with a six foot deep trench with a sheer side on the same side as the wall.
there is a gate in each wall.
The walls are now a mile long to a side, so four miles of wall, which encompasses around 28 million square feet. this should allow several thousand people enough room to live, with their livestock.
of course that won't stay true.
A secondary base is being prepared across the river to the south, this one is rougher, the ground is not flat, but farmers are clearing the land and preparing it for building houses and farms on.

History
the 9th Legion found themselves on the Plateau bounded by a river only two weeks ago, in that time the one thousand members of the Legion have begun the settlement, created a wall four miles long, encased the command tent so that it is a more permanent building, and kept the adventurers from destroying everything.
Infrastructure consists of whatever the Command believe is most important.
By the 3rd Wave there are 8000 permanent residents of New Parrissium.
