Everyone wanders past the area at some point to read it, and the bards are busily telling people what it says.
It is laminated and will not be decayed by age.

Background
Armenius agreed with the name given by the authorities of the Millessian Empire.
Armenian Region was suggested by the governor's staff and the Auguries have been found to be Auspicious around that name. Armenius is flattered by the name.
History
Armenius wrote the document on the seventh day of the colony, his intention was to tie the people together, and to show the sort of rewards the adventurers and paramilitaries could expect.
Public Reaction

Legacy
New Parrissium reminds people of their home, the homeworld and what was left behind.
Term
Each clause has the term of "The Governor's Will". How long that is will depend on the Will of Armenius, and the success of the clause.
